The Housing Authority of the City of Milwaukee (HACM) provides high-quality housing options to over 11,000 households throughout Milwaukee’s neighborhoods.

Public Housing

Public housing helps people with low incomes rent apartments they can afford. In most cases, they pay no more than 30 percent of their household's monthly income for rent and utilities. To learn more about our public housing communities, visit the Public Housing page.

Affordable Housing

In addition to public housing, HACM has other affordable housing options for low-income households, including Low-Income Housing Tax Credit housing and Section 202. Information about applying for these apartments is available on the individual development descriptions that can be found on the All Properties page.

Housing Choice Voucher Program (Section 8 Rent Assistance)

HACM provides over 5,500 low-income households with Section 8 vouchers to help them rent apartments on the private market. The voucher holder pays approximately 30 percent of their income for rent, and HACM pays the difference directly to the landlord. The waiting list for HACM’s Rent Assistance Program is OPEN. Affordable Market-Rate Housing

HACM owns nearly 1,000 apartment homes that are not subsidized but priced affordably for their neighborhoods. Minimum household income is required to apply. Learn more by visiting the Affordable Market-Rate Housing page.

Other Affordable Housing

Many other landlords offer affordable housing throughout the city of Milwaukee and beyond. To search these options based on your needs, visit the U.S. Department of Housing and Urban Development website or www.wihousingsearch.org. The Wisconsin Association of Housing Authorities also maintains a list of Wisconsin housing authorities that have immediate openings at www.wahaonline.org.

Emergency Housing

Individuals who are in need of emergency shelter or other homelessness services should contact the Impact 2-1-1 Program by dialing 2-1-1 or (414) 773-0211 or (866) 211-3380.  Additional information about Impact 2-1-1 can be found at www.impactinc.org.
