The Performance Management Process

The Housing Authority of the City of Milwaukee (HACM) recognizes the importance of employee contributions in accomplishing the over-arching mission to develop and provide continuum of housing options and to promote self- sufficiency programs to our residents.

The implementation of our performance management policy and performance management system ensures that all goals tie directly to our organization goals; as well as to HACM’s mission, vision and values. Senior Leadership is the primary driver of the performance management system.

The performance management system is outcome-based with a design format that ensures that both manager and employee are responsible for the successful use of the system. The performance management system is “owned” by line management and supported by Human Resources.

The performance management model remains consistent across the organization and is a driving force of employee productivity, development, and retention. The performance management system has been specifically designed to foster continuous improvement, innovation, and strategic based risk-taking. The system fosters a climate of honest, open and trusting communication.

The steps outlined in the performance management model have been structured to ensure on-going feedback, clear communication of responsibilities, open and timely recognition of achievements, and immediate problem solving for performance problems.

The performance management policy assumes that every employee is aware of and committed to HACM’s mission to be a benchmark for customer focus, fiscal responsibility, and social consciousness to all service groups. HACM views performance management essential in achieving the highest levels of service to achieve successful outcomes on behalf of the communities we serve.
