Willie L. HinesWillie L. Hines, Jr., Jr.
Secretary-Executive Director

Willie Hines was appointed Secretary-Executive Director in March of 2022.  He leads the agency in its mission to provide housing stability to low-income families, seniors and disabled adults, to support residents in their efforts to achieve self-sufficiency and good quality of life, and to foster strong, resilient and inclusive neighborhoods in the City of Milwaukee. Mr. Hines joined HACM as Associate Director in 2015, where he oversaw HACM's housing portfolio and its Housing Choice Voucher Program. He served as President of the Milwaukee Common Council from 2004 to 2014 and Alderman of Milwaukee's 15th District from 1996 to 2014. He was formerly Chairman of HACM’s Board of Commissioners from 1998-2014. Prior to his election to the Common Council, Mr. Hines worked as an economic development specialist at the Milwaukee Urban League, as business liaison representative for former U.S. Representative James Moody (D-Wisconsin), and in the private sector for both PepsiCo and Ford Motor Credit. He holds a Bachelor of Arts degree from Marquette University.

Assistant Secretary - Deputy Director

Fernando Aniban became Assistant Secretary - Deputy Director in May of 2022. He had previously served as the Chief Financial Officer since October 2009, where he led the strategic management process for the agency and implemented policies, systems, and procedures that strengthen internal controls and ensure accurate and timely financial reporting. He is currently the vice-chairman of the Finance Committee & a member of the Learning and Technology Committee of HAI Group, of which HACM is a founding member. Mr. Aniban previously served as Director of Finance at the Winston-Salem Housing Authority and prior to that the Franklin Redevelopment & Housing Authority. He has been a Certified Public Accountant since 1987 and has over fifteen years’ experience in financial planning and reporting, asset and liability management, treasury operations, and monitoring of compliance of debt covenants and other regulatory/contractual requirements. Mr. Aniban received a bachelor’s degree in Accounting from the University of San Carlos, a master’s degree in Business Administration from the University of Phoenix, and he graduated from the Strategic Business Economics Program at the University of Asia and the Pacific.  Mr. Aniban was named CFO of the Year in 2014 by the Milwaukee Business Journal.

Chief Operating Officer - Program Services
Ken Barbeau has worked for HACM since 1999 and is currently HACM’s Chief Operating Officer of Program Services. He is responsible for the planning, design, implementation and management of all public housing resident services programs in Milwaukee, including programs that assist residents with employment, education, healthcare, senior and disabled services, financial education, and many other programs and partnerships. He also oversees HACM’s public safety and public housing wait list and screening functions. Mr. Barbeau previously worked as Director of Internal Audit & Compliance for an international healthcare organization, Pathfinder International, from 1991 to 1999 and worked for Ernst & Young from 1985 to 1991. He received his A.B. in Physical Sciences from Harvard University in 1981 and his B.B.A. in Accounting and MIS from the University of Wisconsin-Milwaukee in 1985.

 
   
Crystal Reed-Hardy

Chief of Human Resources
Crystal Reed-Hardy has been leading HACM's human resources department since 2011. With over 25 years of human resource management experience, Ms. Reed-Hardy oversees performance management, staffing, federal and state law compliance, employment contract negotiations, employee benefits, compensation and payroll, training and development. She holds an MBA with an emphasis in Strategic Human Resources from Grand Canyon University and a Bachelor’s Degree in Professional Communication with a support in Business & Management from UW-Whitewater. Ms. Reed-Hardy honorably served our country for nine years as a Lieutenant in the United States Army Reserves. In 2020, the Milwaukee Business Journal recognized Ms. Reed-Hardy’s contribution to the human resource profession by honoring her with the Government Sector HR Award.

Vice President of Asset Management

Gregory Anderson joined HACM in 2017 as the Vice President of Asset Management. He oversees and manages all aspects of property management services for HACM. A 20-year industry veteran, Mr. Anderson brings deep expertise in real estate portfolio management to the team. In his role, Mr. Anderson works closely with asset and property managers, maintenance operations, finance and support staff to ensure high occupancy and rent collections. He previously worked with the United States Postal Inspection Service and spent sixteen years with the Chicago Housing Authority where he successfully managed over 3,000 mixed-use units. He holds a Bachelor of Art degree from Governors State University and is a licensed leasing agent with numerous industry certifications. 
 
   
Warren B JonesWarren B. Jones, P.E.
Vice President of Construction

Warren Jones has been with HACM since 1998 and has over 35 years' experience in the construction and development industry with an emphasis on accessible, affordable and sustainable housing. He is a licensed Professional Engineer who has managed and directed many award-winning remodeling and restoration projects, as well as new construction projects that range in size from $50,000 to over $70 million. Under Warren’s leadership, HACM staff are learning and applying new sustainable technologies through partnerships with Wisconsin Focus on Energy, U.S. Department of Energy, U.S. Department of Housing and Urban Development, and Argonne National Laboratory, as well as Green Roof Professional accreditation. Warren has a bachelor’s degree in Civil Engineering and is licensed as a residential and commercial building inspector.
