Housing Navigator VASH

CLASS SUMMARY:
Responsible for assisting individuals and families find permanent housing opportunities. Will develop and implement an outreach plan to provide educational information to promote stabilized housing for applicants and participants that in-turn will keep a housing retention rate of 90%. The Housing Navigators main objective will be to decrease the time it takes to locate and move-in to a unit and in turn will increase the lease up success rate, more specifically involving participants in Special Needs Housing.

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
1. Assist in the development of family plans with objectives, services to be provided, milestones for completion of key elements and timetables, provide the following; motivational counseling to participants regarding housing search methods and utilizing community resources, assist participants with housing applications and subsidized housing paperwork, make appropriate referrals for needed services to help remove barriers to a successful mobility move (i.e. credit repair, substance abuse).
2. Assist in the development of the following: landlord outreach plan, participant screening criteria and counseling content, a marketing plan and materials for both landlords and participants in the HCV Mobility Counseling program, a data system to track participation and program outcomes
3. Identify social service agencies to provide necessary workshops for program participants, obtain commitments from various agencies and schedule workshop sessions, provide monthly reports regarding the status and outcomes of the program.
4. Serve as the liaison between HACM, the HUD-VASH Clinical Care Coordination Team, community partners and landlords that can assist the Veterans and families. The Housing Navigators main objective will be to decreased the time it takes to locate and move-in to a unit and in turn will increase the lease up success rate.

5. Maximize household opportunities and make the housing experience as seamless as possible. The following will be the responsibilities of the Housing Navigator, but not limited to:
Tenant
Briefing
Housing Search within the 120 days of voucher issuance
Completion of Request for Tenancy Approval
Scheduling and understanding a Housing Quality Standards (HQS) inspections
Execution of Housing Assistance Payment Contract and Lease Addendum
Submission of Interims Annual Recertifications
Landlord
Landlord Recruitment
Landlord Briefings
Completion of Request for Tenancy Approval
Explanation of Housing Quality Standards

6. Other duties as assigned.

 

TRAINING AND EXPERIENCE (positions in this class typically require):
Bachelors degree in related field; 3-5 years of related experience; or equivalent combination of education and experience sufficient to successfully perfom the essential duties of the job such as those listed above.

LICENSING REQUIREMENTS (positions in this class typically require):

Valid Wisconsin Driver License

KNOWLEDGE (position requirements at entry):
Applicable federal, state, and local laws, rules, and regulations as applicable to the Housing Choice Voucher Program.

SKILLS (position requirements at entry):
Using computers and related software.
Ability to effectively communicate verbally and in writing with a diverse clientele, act as a representative to the public, excellent client service, communication and organizational skills.
Enforcing compliance with laws, rules, and regulations.
Ability to perform duties of the position with minimal direction and complete work tasks in a time-sensitive environment, adapt well to changes in work environment, manage competing demands, create, interpret and maintain data systems.
Skilled in written and verbal communications

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
