Constructions Administrative Coordinator

CLASS SUMMARY: 
This position is responsible for managing a broad range of functions within an assigned area. Responsibilities may include overseeing procurement activities; monitoring grants; planning projects; and managing general office functions.

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)
1. Coordinate all aspects of formal and informal solicitations for bids and requests for proposals for Travaux development projects. Ensure compliance with federal/state/local solicitation requirements.  Provide information and assistance to prospective bidders and general public regarding solicitation process. Interpret bids and evaluate proposals for award recommendations.
2. Create, review and approve contracts/purchase orders, payments, change orders, amendments, and other contract documents. Ensure completion of projects and required documentation for close-out of contracts/purchase orders.
3. Facilitate assignment of projects to construction administration staff as directed by immediate supervisor
4. Oversee all procurement activity for the department. Process, prepare, and/or approve contract/PO payments, change orders, and amendments. Manage and other professional services contracts. Monitor construction contracts
5. Assist in identifying modernization needs, determining funding, and devising implementation schedule. Assist in assigning projects to and coordinating efforts of architectural/engineering consultants.
6. General office duties; filing, mail, scanning, answering phones, etc.
7. Other duties as assigned, including working towards achieving the Department's goals related project completion.


TRAINING AND EXPERIENCE (positions in this class typically require):
Bachelor’s Degree in public administration, business or related field preferred
Two to four years of work experience in the construction/development industry prefered.

LICENSING REQUIREMENTS (positions in this class typically require):
• Wisconsin Driver’s License with fully insurable driving record 

KNOWLEDGE (position requirements at entry):
• Proficient in Microsoft Office products including Excel and Word is required.


SKILLS (position requirements at entry):
• Exceptional organizational skills with proven ability to prioritize daily tasks in order to meet deadlines, ensure efficient workflow, and handle multiple tasks simultaneously.
• Ability to work well under pressure and multi-task effectively.
• Must be able to work effectively and productively both independently and with a wide variety of people in an environment of rapidly changing deadlines and priorities.
• Professional demeanor along with strong verbal and written communication skills
• Possess a general understanding of basic accounting principles.

PHYSICAL REQUIREMENTS:
The position requires activities such as sitting, standing, walking, bending, climbing stairs, lifting, moving and carrying light objects, operating office equipment, and driving an automobile. Work at managed properties may include exposure to hot, cold, damp and wet weather conditions.  As required, employee, must be available 24 hours for emergency situations and /or agency related duties. At times, work requires the use of safety clothing and equipment.
