HACM Closed Its Section 8 Housing Choice Voucher and Public Housing Waiting Lists on August 1, 2024 at 4:00 pm CDT; Project-Based Voucher Waiting Lists Remain Open
Pre-applications will be accepted online only
The Housing Authority of the City of Milwaukee (HACM) is accepting online pre-applications from individuals interested in applying for housing through HACM's Project-Based Voucher program. Participants in HACM’s subsidized housing programs typically pay 30 percent of their income for rent, and through funding from the U.S. Department of Housing and Urban Development, HACM pays the difference.
Interested individuals may register and pre-apply for any waiting lists they are interested in. After an individual pre-applies, they will be contacted via email once their name is selected and invited to complete an application to determine eligibility. Due to a variety of factors, we are unable to provide those on waiting lists with their position on a particular waiting list.
In order to register and pre-apply, an individual MUST have the following six pieces of information:
- First and last name (for all household members)
- Date of birth (for all household members)
- Mailing address
- Social Security Number
- Phone number (including area code)
- Email address
ALL PRE-APPLICATIONS MUST BE COMPLETED ONLINE USING A COMPUTER, TABLET OR SMARTPHONE WITH AN INTERNET CONNECTION.
If you do not have access to an internet-enabled device, public libraries have computers that are free for the public to use.
Pre-applications may be discontinued at any time if the program reaches capacity.
We strongly urge everyone who is currently on a waiting list to login into myportal.hacm.org to ensure their information is current and that you are on the waiting lists that you are interested in.

Housing Choice Vouchers (Section 8 Rent Assistance): This waiting list is closed.
Public Housing General Occupancy: This waiting list is closed.
Project-Based Vouchers: HACM is continuing its open wait lists for Project-Based Vouchers. Project-Based Vouchers are a type of assistance that subsidizes the cost of housing at specific housing developments. HACM is currently accepting pre-applications for the following 12 developments. Any individual 18 years or older who meets the income qualifications can apply, but preferences will be given to those that meet the criteria listed below for each development. You can sign up for any or all of the specific buildings, depending on your interest.

QUALIFICATIONS
Housing Choice Voucher and Project-Based Vouchers: To qualify for these types of subsidized housing, the Head of Household must be 18 years or older and the TOTAL household income must not exceed the limits indicated below:

HOMELESS PREFERENCE
If you meet a very strict definition of “homeless” that both HUD and HACM use, you may be eligible for a preference on certain housing waitlists (Housing Choice Voucher or Public Housing) based on your homeless status. This preference does not apply to project-based voucher waiting lists.
HUD and HACM define “homeless” for this preference very strictly by only counting two types of homelessness for this preference (known as Category 1 and Category 4). Get more information and see if you qualify at Homeless Preference.
